Q.  The LPA insists that the proposed development provides 50% of all units for affordable housing — is this negotiable?

A.  The percentage of affordable housing provided may be lower than the “target” level of policy if it can be justified by the applicant by way of a financial viability study. The Local Planning Authority (LPA) will examine the financial viability study by having it independently verified.
